All businesses must go through the "Limited Design Review" application process to apply for a mural through the Planning Division. There is a $250 fee for the application. The applicant should create an account and submit the application through the Online Citizen Access Portal. The individual who submits the application will be the point of contact for the whole permit process including fees, resubmittals, or missing documents. The application, link to the Online Citizen Access Portal, and instructions for submitting the application through the portal are below:
Please note: Murals are meant to be public art pieces, not advertisements. It will be considered a wall sign if it does contain a commercial message. Per Section 115 of the City of Avondale Zoning Ordinance:
- Mural: “A non-commercial message, picture, scene, or diagram exhibited on the outside wall of a building or structure through the application of paint, canvas, tile, panels, or similar materials such that the wall becomes the background surface or platform for the mural. A mural shall be considered a wall sign or commercial message if it contains words, logos, trademarks, or graphic representations of any person, product, or service to advertise or identify a business. Explanatory wording relative to the artwork may be incorporated into the mural."
