What is Pretreatment?

Pretreatment applies to treating wastewater containing pollutants prior to discharging the water into the Publicly Owned Treatment Works(POTW)in Avondale it is known as the Charles M. Wolf Water Resource Center. 

Publicly owned treatment works (POTWs) collects wastewater from homes, commercial buildings, and commercial & industrial facilities and transport it via a series of pipes, known as a collection system, to the treatment plant (Charles M. Wolf Water Resource Center).  Here, the treatment plant removes harmful organisms and other contaminants from the sewage so it can be discharged safely into the receiving stream.  Generally, treatment plants are designed to treat domestic sewage only.  However, they also receive wastewater from industrial (non-domestic) users.  The General Pretreatment Regulations establish responsibilities of Federal, State, and local government, industry and the public to implement Pretreatment Standards to control pollutants from the industrial users which may pass through or interfere with treatment processes or which may contaminate sewage sludge.

Arizona Department of Environmental Quality (ADEQ) was given primacy over water quality regulations by the Federal Government Environmental Protection Agency (EPA).  ADEQ issued a wastewater discharge permit, called an AZPDES (Arizona Pollutant Discharge Elimination System), to the City of Avondale.  This permit gives the City numeric limits on the quality of treated water allowed to be discharged.
