In August 2021,  Avondale along with 90 cities and towns and all 15 counties signed on to a framework called the One Arizona Memorandum of Understanding (now known as the "One Arizona Agreement"  to distribute funds across Arizona from national opioid settlements. 

At the direction of the Avondale City Council the Office of Public Safety will be coordinating use of the funds received in the settlement with other City departments. This provides funding for programs to prevent overdose deaths and reduce other harms caused by substance use and includes reporting requirements for greater transparency of how money is used. As outlined in the Agreement: 

• 56% of the total state settlement goes to local governments for opioid abatement programs

• 44% of the total settlement goes to a State fund for opioid abatement programs

• Funds must be spent in accordance with approved, nationally recognized strategies to pay for future costs incurred by the State and local governments to address the opioid epidemic. Approved uses include expenses related to the treatment of opioid use disorder, support for people in treatment and recovery, support for people who have or are at risk of developing opioid use disorder, and prevention of overuse and misuse of opioids.

• Transparent reporting requirements for fund usage to ensure compliance with approved purposes.

• Flexibility for local governments to pool resources to increase the impact of settlement funds.

A committee of City departments developed the ONE campaign in order to provide education and prevention to the City of Avondale as outlined in the Agreement.

Narcan, or Naloxone, is a medicine that rapidly reverses an opioid overdose. It is an opioid antagonist. This means that it attaches to opioid receptors and reverses and blocks the effects of other opioids. Naloxone can quickly restore normal breathing to a person if their breathing has slowed or stopped because of an opioid overdose. But, naloxone has no effect on someone who does not have opioids in their system, and it is not a treatment for opioid use disorder.

AHCCCS Opioid Services Locator can help you access opioid treatment services near you. You can anonymously search by zip code, by distance, and the types of services you are looking for. 

AHCCCS Behavioral Health Services website has access to service locator maps and phone numbers to service facilities for those looking to talk to someone over the phone.

The City of Avondale’s Youth Opioid Prevention Program is offered direct monetary grants to nonprofit organizations that provide prevention, education, and mentoring services aimed at reducing opioid and other drug misuse among local youth. Those programs include: 

notMYkid connects with families and meets them where they are in their journey. Whether a parent is struggling with how to talk to their teen about substance use or a teen is navigating the complexities of growing up in today’s world, they are available to provide support, information, and resources.

Jobs for Arizona's Graduates (JAG) provides comprehensive programs designed to equip students with the skills, confidence, and opportunities they need to succeed in school, careers, and life. You can find a JAG program in schools through this link to their website.

Youth4Youth helps students learn emotional intelligence and regulation to help them find success. Their proactive approach creates safe, supportive and positive educational environments where all students are given the opportunity to discover and begin development of their potential regardless of intellect, physical barriers and limitations, race, religious, social, or economic issues.

Sounds of Autism provides progressive early education and support for kids living with Autism. Their programs support the cognitive growth necessary to allow life skill development leading to a more sustainable independent adult life. 

La Frontera Empact Suicide Prevention Center offers comprehensive crisis and community behavioral health services to children, adults and families.

The City of Avondale regularly hosts Fentanyl Awareness Forums. This free event, part of the City’s ONE Campaign initiative, is open to all Avondale residents and interested members of the public, and will focus on raising awareness about the opioid crisis, including its devastating effects on youth, families, and neighborhoods.

Narcan will be available for free and local Community Partners will be available to answer questions and connect attendees to resources.
