Avondale is following guidance provided by the state Governor’s Executive Orders: Effective Sunday, June 21, 2020 the wearing of face coverings by employees and customers will be required in all city facilities,  retail establishments, convenience stores, grocery stores, pharmacies, gyms, indoor sports or activity facilities, and medical offices. Additionally, these businesses will be required to post notice of these requirements at their entrances. (see more: COVID-19 Response)

The Avondale Alarm Ordinance requires that all alarms be registered.

What does the City hope to accomplish by enforcing the false alarm ordinance? 

The City wants to substantially reduce the number of false alarms that the police department responds to, thereby freeing up police resources to respond to emergencies. 

Are false alarms a problem? 

Yes, they are. Across the nation, the growth of alarm system ownership has resulted in a tremendous number of false alarms. The response of false alarms has created an additional burden on law enforcement agencies. Nationwide, approximately 99% of all burglar alarms police respond to are false. 

How can I help prevent false alarms? 

Make sure that you immediately report your false alarm to your alarm company, so they can cancel with police dispatch prior to police arrival to your home or business. Ensure that everyone in your household or business has been properly trained on your alarm system. Make sure your alarm system is in good working order and inspected periodically by your alarm company. More tips to reduce false alarms.

What is the cost of an alarm permit registration? 

The cost of an alarm permit registration is $25.

Annual registration renewals are as follows: 

  • Automatic renewal at no cost IF no false alarms were received in the past registration year. 
  • If a false alarm was assessed in the past registration year, the renewal fee will be $25. 

Do I have to register my car alarm? 

No, car alarms do not need to be registered.

What if my alarm is activated accidentally? 

For the first and second false alarm activation within a 365 day period, there is no fee. 

All additional false alarm activation fees are as follows: 

  • 3 $150
  • 4 $200 
  • 5+ $250

Will I be charged for an alarm activation that is not false? 

No, you will never be charged for an alarm activation that is not false. This ordinance allows charges for false alarms only. 

What is verified response?

Verified response is a status given to alarm accounts that are past 30 days due on any assessed fines and have four (4) or more false alarms within the past 365 days. Accounts in a verified response status must meet stricter criteria to verify that there might be an actual intruder prior to police response. IF information obtained from the alarm does not meet the stricter criteria then police will not respond to the alarm. 

How do I pay registration fees or fines?

Payments can be made on the CryWolf website through your registered account.

Or make payment via check, money order, cashier's check or certified check payable to “Avondale False Alarm Reduction Program” and mailed to: PO Box 53530, Phoenix, AZ 85072-3530. 

If I disagree with an assessed fee, can I appeal? 

The alarm owner may appeal the penalty to be assessed by submitting a written request to the City of Avondale Chief of Police within twenty (20) days after the notice of the assessment of a false alarm fee, revocation or suspension is given. Appeal guidelines are available here.

If I disagree with the Chief’s or his or her designee(s) appeal finding do I have further appeals? 

Please be advised that you have the right to appeal this decision to the city manager. The appeal shall be requested within ten (10) days from the date on which such person is given notice of the determination from which the appeal is taken. The request shall be in writing, shall be filed with the city manager, or authorized designee, and shall set forth specifically the grounds for such appeal. 

The city manager, or authorized designee, shall conduct a hearing in accordance with this section. The burden of proof at the hearing shall be on the alarm user to establish, by a preponderance of the evidence, that he or she meets all requirements for holding a permit under this article. 

The city manager, or authorized designee, shall render a written decision within thirty (30) days after the hearing is concluded based on the evidence presented by the city and the alarm user. The decision of the city manager, or authorized designee, shall be final.
