The City of Avondale Home Repair Program offers eligible homeowners assistance with either emergency or substantial home repairs. The Program is available to homeowners who need help with things like roof repair, water heater replacement, cooling and heating system repairs, plumbing leaks, weatherization and electrical wiring problems. This program can also be used for ADA accessibility conversions such as the widening of doors and the installation of grab bars and ramps, as well as lead based paint hazard removal.

Who qualifies?

The program is available to individuals and families who own and occupy their home and have an annual gross income that does not exceed 80% of the HUD Area Median Income (adjusted for household size) and meet all other qualification requirements.

What is an emergency repair?

An emergency repair is something unexpected like the sudden breakdown of an air-conditioner or a water heater. It can also be something that has become progressively worse like a leaking pipe or roof.  Emergency repairs are limited to re-mediating health and safety issues in the home and assistance is provided as a grant to the homeowner.

What is substantial repair?

Substantial repair allows many items to be brought up to standard at one time, such as the complete re-plumbing, re-wiring and re-roofing of a home. Funding for this purpose is provided as a no-interest, no-payment, forgivable loan. The loan principle is reduced each year as long as the owner continues to own and occupy the home. It is sometimes necessary for the homeowner to temporarily move out of the home while the work is being conducted. The City will pay for temporary housing if this becomes necessary.
