The City of Avondale receives Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) through an annual formula allocation. The primary objective of the CDBG program is to develop viable urban communities by providing decent housing, a suitable living environment, and expanding economic opportunities, for low- and moderate-income persons. Consistent with this objective, the City of Avondale's CDBG funding shall be targeted to activities which benefit persons of low and moderate incomes and, geographically, to the City’s low to moderate income neighborhoods.

As a member of the Maricopa County HOME Consortium through an Intergovernmental Agreement (IGA), the City receives HOME Program funding on an annual basis through an annual formula allocation. The City uses the HOME Grant to fund a wide range of activities including First Time Homebuyer Downpayment Assistance Programs, rehabilitating owner-occupied housing and providing direct rental assistance to low-income people in the form of security deposits.

To receive its annual CDBG entitlement grant, the City of Avondale must develop and submit to HUD a 5-year Consolidated Plan, a comprehensive planning document and application for funding under the HUD Community Planning and Development formula grant programs. Additionally, an Annual Action Plan, which serves as an update to the Consolidated Plan, is submitted to HUD and describes the activities to be undertaken in that year. Citizen participation is encouraged in the development of these plans. Avondale residents, housing organizations, service providers, businesses, professional associations and others are all welcome and urged to participate in the process.
