The goal of Community Action Program is to partner with individuals and/or families to improve their financial well-being by providing rental and utility assistance. 

Funding Partners: This program is funded in part by: City of Avondale, Maricopa County, Department of Energy (DOE), Arizona Public Service (APS), Arizona Community Action Association (ACAA), Salt River Project (SRP), Wildfire and Southwest Gas Corporation (SWG).

• Goodyear
• Litchfield Park
• Unincorporated Maricopa County Islands within Avondale, Goodyear, Litchfield Park and Laveen.

CAP Lab Schedule:

Tuesdays 10:00 AM to 12:00 PM and 3:30 to 6:00 PM. 

CAP Services Update - Appointment-Only Process (Effective 3/18/26)

To better serve our community, CAP services will be available by appointment only beginning March 18, 2026.

What’s changing
All applicants will be scheduled for an appointment to receive assistance. During your appointment, a staff member will work with you one-on-one to review your documents, explain the process, and begin processing your application.

How to Schedule an Appointment
Applicants must continue to submit their application through the Client Portal. Once your application reaches the top of the queue and is ready to move forward, our team will contact you directly to schedule an appointment.

Why this change is being made

This new process is designed to:

• Provide more personalized, one-on-one support
• Reduce delays and repeated follow-ups
• Improve overall efficiency and service delivery
