On May 21, 2018, the Avondale City Council approved the formation of the Alamar (formerly Lakin) Community Facilities District (CFD), as permitted by the Constitution of Arizona, to levy taxes for the purpose of financing improvements that directly benefit the residents of this district.
The Community Facilities District is governed by a board of directors that consists of the members of the City Council with the two additional members who are designated by the Petitioners in the Application.
Who should I contact for more questions about CFDs?
For more detailed questions about CFDs, you can contact the city’s finance department at 623-333-2000.
How does a CFD differ from a Homeowners Association (HOA)?
A CFD is a government-created entity that funds public infrastructure through tax assessments, while an HOA is a private organization that manages and maintains common areas within a residential community through homeowner dues. CFDs fund broader public infrastructure, while HOAs focus on specific community amenities.
Can a CFD be dissolved?
A CFD can be dissolved if the bonds have been fully repaid and the city determines that the district is no longer needed. The process and conditions for dissolution are outlined in the CFD's formation documents.
How can I participate in the decision-making process for CFDs?
Residents can participate in the CFD decision-making process by attending public meetings, voicing opinions during public comment periods, and staying informed about city council decisions related to CFDs. Public hearings are typically held before the establishment of a new CFD, and the CFD board meets at least twice annually. You can sign up to be notified of public meetings with the City Clerk.
How are CFDs governed and managed?
The Avondale City Council serves as the board of directors for the CFD. The governing board is responsible for overseeing management and policy decisions related to the CFD. The day-to-day operations of the CFD are managed by city staff, unless special services are required.
