In accordance with Arizona Revised Statute 9-463.05, the City of Avondale is holding a public hearing to accept comments on the proposed development impact fees. The public hearing will be held at Avondale City Hall at the City Council meeting scheduled on Monday, March 25, 2019 at the City Hall Council Chambers, 11465 W. Civic Center Dr., Avondale, AZ 85338 at 7:00 p.m. City Council adopted the Land Use Assumptions and Infrastructure Improvement Plan on Tuesday, February 19, 2019.

Ms. Montes is the Assistant City Manager overseeing the City’s Police, Fire-Medical, Parks, Recreation & Libraries, Neighborhood & Family Services, and City Clerk departments. Ms. Montes also is the administrative liaison to the Municipal Court.

Prior to joining the Avondale executive team, she worked for the City of Phoenix more than eleven years in a variety of capacities ranging from management intern to deputy city auditor.  Her most recent role with Phoenix was deputy human services director overseeing the Head Start Program, a federally-funded grant of more than $20 million.
She is an active member of the Arizona City/County Management Association and the 2014 recipient of the Rachel Hut Bremen Associate’s Award for Excellence in Leadership.  Ms. Montes holds a Bachelor’s degree in history and political science from Texas Christian University, and a Master’s degree from the Lyndon B. Johnson School of Public Affairs, the University of Texas at Austin.

Mr. Artz oversees the City’s Development and Engineering Services, Economic Development, Public Works, Information Technology and Finance & Budget departments.  He brings extensive budget and organizational expertise to the team and provides a valued perspective on the varied operational functions of the City.

Mr. Artz, held the position of Finance Director from 2001 until he was promoted to Assistant City Manager on August 4, 2014.
