Family Services
- The City of Avondale Home Repair Program offers eligible homeowners assistance with either emergency or substantial home repairs. The Program is available to homeowners who need help with things like roof repair, water heater replacement, cooling and heating system repairs, plumbing leaks, weatherization and electrical wiring problems. This program can also be used for ADA accessibility conversions such as the widening of doors and the installation of grab bars and ramps, as well as lead based paint hazard removal.
Who qualifies?
The program is available to individuals and families who own and occupy their home and have an annual gross income that does not exceed 80% of the HUD Area Median Income (adjusted for household size) and meet all other qualification requirements.
An emergency repair is something unexpected like the sudden breakdown of an air-conditioner or a water heater. It can also be something that has become progressively worse like a leaking pipe or roof. Emergency repairs are limited to re-mediating health and safety issues in the home and assistance is provided as a grant to the homeowner.

Weatherization Program
The Weatherization program aims to reduce energy costs and improve the health and safety of low-income households through energy efficient weatherization measures.

The City of Avondale Senior Center & Active Adult Program provides services to participants over the age of 60 or those with disabilities. Transportation is provided to participants to and from the center as well as on outings. At the center, participants are able to enjoy daily lunch, socialization, and participate in daily activities including health, wellness, and financial resources, exercise, craft activities, volunteering, and other support groups. Home delivered meals are provided to those that are home-bound, giving them daily contact and nutritious meals.

Fire & Medical
Burning vegetation and/or trash is not permitted within Avondale city limits. Wood burning for fire places and outdoor fire pits may also be restricted on certain days. Click here to go to the Maricopa County Air Quality Department’s webpage to see the current burn status.
Avondale Fire & Medical has trained CPR instructors and holds regular classes. Please view the class calendar by clicking here.
Avondale Fire & Medical will change smoke alarm batteries for elderly, disabled or chronically ill citizens. We also will offer one free, battery powered smoke alarm per household, when available. If your smoke alarm is hardwired and needs replacement, the home owner must consult with an electrician since Avondale Fire & Medical cannot service or change out a hardwired smoke alarm.
Avondale Fire & Medical is happy to schedule station tours. Station tours are available Monday through Thursday from 9:00 AM to 5:00 PM and must be scheduled in advance.

Child Restraint Installation & Inspection
Arizona law requires that any child under the age of 8 and under 4'9" tall must be in a child restraint when in a vehicle. A certified Child Passenger Safety Technician will be happy to inspect and help install your child safety seat at no cost to you. Car seat inspections are done by appointment at Avondale Fire Station 173, 11510 W. Durango Street.

You can schedule an appointment with Avondale Fire & Medical’s Community Outreach Coordinator who can assist with child car seat installations. Free car seats may also be available depending on supply and grant availability.
All records requests are handled through the Avondale City Clerk’s office. Click here to contact them for a records request. Even though you live in the city of Avondale, it is possible that another fire department responded due to our Automatic Aid system. In such cases, you may have to contact that City for any records.
Sometimes citizens contact us seeking for information on the closest fire station to their residence for insurance purposes. The answer to this question may be more complicated than one might imagine given County islands and the Automatic Aid system Avondale Fire & Medical participates in to provide its services. Used medical waste such as needles are considered bio-hazardous waste. Avondale Fire & Medical does not accept bio-hazardous waste for disposal. However, the Arizona Department of Environmental Quality (ADEQ) has information available on how and where you can properly dispose of your used medical sharps and needles. Avondale firefighters assigned to Intervention Services work 48 hours on duty and 96 hours off duty. There are three shifts; A, B, and C with fire stations staffed 24 hours a day, 365 days a year.
Avondale Fire & Medical Administrative and Fire Prevention staff work four ten hour days. Our Administrative offices are open 7 am to 6 pm Monday through Thursday
Avondale Fire & Medical participates in an Automatic Aide agreement with 26 other fire departments and districts through the Phoenix Fire Department Regional Dispatch Center. Through this agreement, fire, medical, and rescue resources are shared as if it was one giant fire department without city borders. This ensures that the closest fire unit to an emergency responds, regardless of what it says on the side of the truck.
Graffiti
Graffiti is the most common type of property vandalism (35%) according to the Bureau of Justice statistics.
Below are some tip to help fight graffiti in your neighborhood:
- The most effective way to prevent graffiti is to remove it promptly. Studies show that removal within 24-48 hours results in a nearly zero rate of recurrence.
- Report graffiti to the Police Department.
- Restrict access to graffiti-prone areas by planting trees or other greenery.
- Install lighting in areas that are dark and targets for graffiti.
- Use a graffiti resistant surface treatment.
Avondale city code requires that all surfaces including, but not limited to, buildings, walls, parking lots, signs, fences, and dumpsters must be kept graffiti free and that graffiti be removed from any surface within forty-eight (48) hours.

Library FAQs
- We encourage all family members to obtain their own library card. Be sure to let us know right away if the card is lost or stolen.
- No, you do not. You only need an email address. Just connect to Avondale-WiFi, click register, provide your email address and name. You will need to connect to the provided email address to receive your login passcode which will be good for 7 days.
- A free library card is available to all Maricopa County residents with photo ID and separate proof of address (utility bill, post-marked mail, car registration, etc.). Non-Maricopa County residents may also obtain a card for $40 a year with ID and proof of address. Learn more about getting a library card.
- Use the outside book drop or use the self-check-in to return your items on time. You may also renew most items. Items that are eligible for renewal will automatically renew 2 days before they're due. You can also renew your items manually 3 ways: online, by phone (623-333-BOOK), or in person.
- To access your account online, you can click on the My Account link. You will then need to enter your library card number and PIN (the last four numbers of your phone number) to log in. For student or children's cards use the year you were born for the PIN.
- You can reserve a title on our website through our online catalog. You can also call us at 623-333-BOOK and we will put the item on hold for you. You will need to have your library card number and PIN available to place a hold. You will be notified via email when your item becomes available. The item will be held for pickup for 7 days.
For Avondale residents, your library card expires in 3 years. For non-Avondale residents your library card expires in 1 year.
We need to verify your address and other contact information is still correct. To renew your library card, you have a few options:
- You may come in to an Avondale Public Library location with your library card, a government issued ID, and proof of address (if different than listed on your ID).
- If your address hasn't changed, you may call the library to renew your library card at: 623-333-2665. Please have your library card number and your account information ready.
- If your address hasn't changed, you may renew your library card online by filling out the form located here*: https://www.avondalelibrary.org/services/my-account/library-card-renewal
Please be aware that if your account owes more than $10.00 we will be unable to renew it until the balance is paid off. If your account owes $.01 - $9.99 we will renew your account for one month as a courtesy until the balance can be paid off.
*Please allow up to 2 business days to process your online renewal request.
- You can replace a library card by showing photo ID. Minors under the age of 18 must have a parent or legal guardian present with photo ID to replace a card.
- The Civic Center Library has a return book drop outside and inside. The inside book drop is only available during regular business hours. The Sam Garcia Library has an outdoor drop box, along with a self check-in that offers a receipt. The self check-in is only available during regular business hours. When in doubt, you can always bring your items to staff sitting at the desk during open hours.
- There is no age requirement to receive a library card. A parent or legal guardian must present a photo ID with proof of current address for a minor (children under 18) to get a card. Both parent and child must be present in order to register for a library card.
Students in grades K through 8th, who are county residents, may be issued an Avondale Public Library Student card if they have a current student ID issued by a Maricopa County school recognized and accredited by the state of Arizona and an acknowledgement form filled out by their parent or guardian. The student ID serves as proof of address. The card must be renewed annually. All other required information is the same. The card allows unlimited computer access but limits materials borrowing to five items at a time. No DVDs or items in our Beyond Books collection may be checked out on this card. Students do not accrue overdue fines on this account, but will be held responsible for lost or damaged items.
Students in grades 9th through 12th who are county residents may be issued an Avondale Public Library card if they have a current student ID issued by a Maricopa County school recognized and accredited by the state of Arizona or can provide documentation of registration in a recognized and accredited school in located in Maricopa County. The student ID serves as proof of address. The card must be renewed annually. All other required information is the same. The card allows unlimited computer access but limits materials borrowing to five items at a time. No DVDs or items in our Beyond Books collection may be checked out on this card. Students do not accrue overdue fines on this account, but will be held responsible for lost or damaged items. Items that are eligible to renew will automatically renew 2 days before they're due up to 5 times. Stopping conditions that will block a renewal include:
- Item has been renewed 5 times already
- Another patron has requested your item
- Item is an interlibrary loan (ILL)
- Your account has expired
- Your account has fees of $10.00 or more assessed
If you have an email address on file with the library, you will receive a reminder notice of checkouts that will let you know the due dates and whether or not items have renewed. While automatic renewal is a convenient feature, it is still the patron's responsibility to keep track of their item due dates as renewals may not process due to the stopping conditions mentioned above. To check the status of your account and items checked out, please login to your library account or call the library at 623-333-BOOK.
- Books, DVDs, and Audiobooks are loaned out for a 3 week period. New Books and Interlibrary Loans, for 2 weeks. Beyond Books and Wonderbooks, for 1 week. Renew your items online by using your library card number and your PIN. You can also call us at 623-333-BOOK.
- You can have up to 30 items checked out on your card at any one time, including a maximum of 15 DVDs.
- The fine for Interlibrary Loans (ILLs) is $2.00 per day. There are no longer late fines for regular library materials. If an item (hotspot, book, Beyond Book, Wonderbook, DVD, Audiobook, etc) is returned damaged the patron will be charged for the cost of the item. If the item is not returned, the patron will be charged the cost of the item. This charge and cost is used by the library to replace the item with a replacement copy for the public. Thank you for your understanding and please try to return items in good condition for the next patron. Thank you!
- As long as your fines are under $10.00 you may check out items and have library computer usage privileges. Once your fines go over the $10.00 limit, you must pay them down below that limit in order to check out items or use library computers.
- Please notify the library as soon as possible if your address, telephone number or email has changed.
- Items not available through the Avondale Public Library can be requested through our Interlibrary Loan (ILL) Service. There is no fee for requesting items through Interlibrary Loan unless required by the loaning library. CD's and DVD's are not available through Interlibrary Loan (ILL).
MAX (Maximizing Library Access), brings together Maricopa County's 14 out of its 15 public library systems, allowing its resident to borrow from a shared collection of library materials without the need for individual library expansion.
When you search for a book in the Avondale Public Library (APL) catalog and APL does not have it, MAX will prompt you to login using your APL library card barcode and PIN to search for the item in MAX. If another library system near us has the item, you can put it on hold and choose Sam Garcia Library, or Civic Center Library as a pickup location. You will be notified when it's ready for pickup.
MAX items policy:
- Only books may be put on hold in MAX, not DVDs, not audiobooks, etc.
- Not NEW items either. Anything within 6 months of APL's release is considered NEW.
- MAX items take anywhere from 1 to 2 weeks to arrive, remember, the item is coming from a different library system (Mesa, Scottsdale, Peoria, Glendale, Tempe, etc.) [only Phoenix does not participate].
- You can place up to 5 MAX item requests at a time (per patron, per library card account).
- MAX items do not have renewals.
- MAX items have a 3 week checkout period.
- If a MAX item is not returned, is lost, is damaged, etc. a $20 replacement charge will be charged to that library account.
- MAX items can not be returned into the Book Drop, Check-In Machine, or Check-In Shelf. MAX items must be returned in-person to a staff member at the service desk.
- A hot pink notice is placed on the MAX item holds, please do not take off this notice, it's important it remains on the item.
- Your PIN/password is the last 4 digits of the telephone number we have on record for you. If you have a student account, your PIN is your four digit birth year. It is used to log in to your library account online and when accessing the library's public computers.
- Report the loss immediately by calling us at 623-333-BOOK to prevent unwanted charges to your account. You can replace your library card by showing a photo ID.
- Your card is valid at the Avondale Civic Center and Sam Garcia Western Avenue Libraries. Your library card allows home access to the Avondale Public Library catalog and research databases.
- When you check out your materials, you will get a receipt with the items and their due dates listed. If you have an e-mail address on file with us, you will receive a 3-day courtesy advance notice letting you know your items are coming due. Keep your contact information current, as the library is not responsible for late or non-delivery of notices.
Library ILL FAQs
- Most items are checked out for 14 days, unless the lending library has specifically set a shorter or longer time period.
- On average, requests arrive in about 10-14 days. However, the fulfillment time may vary depending on availability.
- You may have 5 active Interlibrary Loan requests at one time. Active means from the time of placing the request until the item is returned to the library. Patrons owing $10.00 in fees and/or having any overdue books will not be allowed to check out their Interlibrary Loan materials until fees are paid to under $10.00 and/or books are returned.
Avondale Public Library does not charge for this service and is usually able to fill most requests at no charge to the borrower. However, some lending libraries may impose a fee for loaning out their materials which would then be paid by the borrower should they decide to go ahead and place the request.
**There is a $5.00 fee for any Interlibrary Loan requests placed and not picked up.
- Many items are renewable; however, this is at the discretion of the lending library. Please call the Avondale Public Library at 623-333-2665 to request a renewal.
- You will be charged $2.00 per day for each overdue item. A lending library will charge the cost of the item plus any processing fees for a lost or damaged item.
- Interlibrary Loan is a service provided to Avondale Public Library members in order to allow them to borrow material from other library systems when it is not available through the Avondale Library.
- You must have an up-to-date Avondale Public Library card with no overdue books or fees over $10.00, and be at least 16 years old to place a request.
Books, audiobooks and magazine/newspaper articles can be requested through this service.
**New Books (published within the last year), DVDs, and music CDs cannot be requested.

In 2009 the ordinance was enhanced, changing the circumstances necessary to issue a citation for animal related complaints only:
- Must be at least two complainants who are not related and live in separate residences willing to file a complaint.
- All complainants are required to testify in court, otherwise the case is dismissed
- Anonymous complaints will not be accepted

The Avondale Police Department has partnered with Offender Watch to manage and monitor the whereabouts of sex offenders living in Avondale. Through this program, you can create an alert to notify you by e-mail whenever a sex offender moves within a mile of the address you provide. You can also visit the Department of Public Safety's Offender Info Center to view sex offenders throughout the State of Arizona. You can search by zip code and/or name.

The Records Bureau maintains all electronic and paper records generated by the Police Department. Information regarding requests for police records can be made by calling 623-333-7002. A charge of $5.00 is assessed up to a 20 page report plus 20 cents for each subsequent page. Requests must be paid at the time of the request and can be made in person or by mail (by cash or credit/debit card). Once a request for a copy of a report is received by records personnel, a response is generally received by the applicant within ten working days; however, it may take longer depending upon the type of report and stage of investigation. To request a specific police report, provide as much information as possible on the Public Records Request Form to the Records Bureau along with payment.

Yes, there is a curfew for minors in Avondale. Under 16 years of age curfew is between 10 p.m. and 5 a.m.; between 16-18 years of age the curfew hours are between midnight and 5 a.m. Minors found unaccompanied by an adult during the set curfew hours will be detained and the parent/guardian can be cited.

- How to Check for A Leak
If you suspect you may have a leak, here's how to confirm your suspicion. Turn off all the water consuming appliances inside and outside of your home. Read your meter. If the numbers are turning, water is flowing through the meter. Locate the turn-on valve to your house. It is usually attached to the spigot in the front yard. Turn the valve counter clockwise. Read the meter again. If the numbers are still turning, there is probably a leak in the yard, between the house and the meter.

Use this fun page to determine the amount of water lost by even small water leaks. This Waterwiser Drip Calculator is presented by the American Water Works Association. Even a small leak can lose many gallons of water and cost you money!

- Water consumption may increase in the summer months because of the hotter, drier weather. Check your irrigation timer. Make sure the timers on your automatic sprinklers are not set for too long or too often. After power outage, recheck the settings on your timers.
- Minimize pruning for optimum plant health
- Watering your lawn during the coolest and calmest part of the day minimizes water loss due to evaporation and wind.Early morning or after sunset are the best times to water. The Weather page of your local newspaper lists the amount of water needed weekly to maintain your lawn.
Faucets
Make sure all your faucets turn off completely. Even a slow drip can use as much as 5,000 gallons a month. A steady stream can mean an increase of up to 21,000 gallons a month on your billing statement.
Evaporative Cooler
An evaporative cooler can use as much as 500 gallons of water per day if it doesn't have a recirculation pump. Even if there is a recirculation pump, the water level float can stick, causing water to run out the overflow.
Water Softeners- Water softeners, water filters, water heaters, and automatic pool fillers also have water level floats that can stick open. (This may not be apparent if the overflow is piped into the drains.) If you suspect one of these appliances is the problem, turn it off and redo the meter test. If the usage stops, you have identified the source.
- An automatic pool filler can disguise any problems you might have with the pool. Occasionally, shut the filler off and see if the pool level drops more than it would with normal evaporation. For example, a pool 20' wide and 40' long will lose an average of 3500 gallons of water per month to evaporation. (This is a yearly average and will be higher in the summer and lower in the winter.) That would result in a seven inch drop in pool level in a month or about 1/4" per day.
- A toilet running continuously can use as much as 4,000 gallons of water per day! Even a slow, silent leak can add gallons to your bill. Put a few drops of food coloring in the tank and see if it seeps through to the bowl. If it does, replace the flapper valve and/or the rubber gasket at the bottom of the tank.
- Use your meter to help you manage your water. Read your meter before and after different water activities such as irrigating your lawn, filling your pool, washing your car, or doing a load of laundry or dishes. For instance, determine the water consumption used when you water your yard. Multiply that by the number of times you water per month. This shows you what portion of your monthly water bill is used on your lawn.
Meter Field Test
If you have done the leak check and feel the problem is with the meter, call us. We can have your meter field tested for accuracy. However, once a meter begins to fail, it usually reads less water, not more. Please note that there is a $30.00 US charge for the test if the meter is accurate. Please check all your other options before asking for the field test. If you have a leak at your water meter or wish to report a leak on City property, please call Water Resources at 623-333-4400. To report leaks on private property or abuses of water use, please call Water Resources at 623-333-4400 or the Police Department at 623-333-7000. Your sewer rate is based on your water consumption in the prior December, January, and February. If you have a leak or refill your pool during those months, you need to fill out a sewer adjustment form.
