To plan, direct, organize and manage the functions of a comprehensive Neighborhood and Family Services Department. Work involves organizing and directing neighborhood outreach and citizen participation programs to improve the quality of neighborhoods throughout the city. Manage programs and projects directed toward neighborhood revitalization, redevelopment, housing, and neighborhood maintenance. Oversee human services programs, and family support services, youth development programs and early childhood services. Oversee volunteer coordination and community engagement initiatives. Oversee the administration of the Community Development Block Grant (CDBG) and other grants. Direct the functions of the code enforcement division and coordinate assigned activities with other City departments and outside agencies. Oversee programming, support and liaison services provided to homeowners' associations. Recommendations on operational and managerial problems, long-range plans, programs, and capital improvement plans for their respective department are taken at the highest level of city government. Responsibilities include providing guidance and direction to citizen advisory boards and other supportive agencies, preparing presentations and reports for city management and council, reviewing the general operation of the department to determine efficiency, providing direction on major projects or problem areas, and developing and implementing policies and procedures applicable to the administrative functions, as well as providing overall policy guidance. In addition, the employee is responsible for overseeing the development, preparation, and implementation of the department budget.
