Avondale is following guidance provided by the state Governor’s Executive Orders: Effective Sunday, June 21, 2020 the wearing of face coverings by employees and customers will be required in all city facilities,  retail establishments, convenience stores, grocery stores, pharmacies, gyms, indoor sports or activity facilities, and medical offices. Additionally, these businesses will be required to post notice of these requirements at their entrances. (see more: COVID-19 Response)

This position exists to manage and direct the activities, programs, facilities, and services of the Parks, Recreation and Libraries Department.  The Department is comprised of the Avondale Public Libraries, the Recreation Division, Municipal Parks and the Facilities Maintenance Division.  In addition, the department manages the contract for the operation of the Randall McDaniel Sports Complex and contract landscape maintenance of city owned parks and public facilities.  The incumbent is responsible for long-term planning and development of parks.  The department is also charged with executing numerous special events for the community.  The department provides services through part-time positions and service contracts, in addition to full-time employees. The incumbent is the primary staff support for the Parks, Recreation and Libraries Commission, a City Council-appointed citizen's advisory committee.
Plans, organizes, manages and direct the activities, programs, facilities, and services of the respective Department. Recommendations on operational and managerial problems, long-range plans, programs, and capital improvement plans for their respective department are taken at the highest level of city government. Responsibilities include providing guidance and direction to citizen advisory boards and other supportive agencies, preparing presentations and reports for city management and council, reviewing the general operation of the department to determine efficiency, providing direction on major projects or problem areas, and developing and implementing policies and procedures applicable to the administrative functions, as well as providing overall policy guidance. In addition, the employee is responsible for overseeing the development, preparation, and implementation of the department budget.
