Avondale is following guidance provided by the state Governor’s Executive Orders: https://azgovernor.gov/executive-orders. Effective Sunday, June 21, 2020 the wearing of face coverings by employees and customers will be required in all city facilities,  retail establishments, convenience stores, grocery stores, pharmacies, gyms, indoor sports or activity facilities, and medical offices. Additionally, these businesses will be required to post notice of these requirements at their entrances. (see more: COVID-19 Response)

Avondale Adopts 2020-2021 Budget

 The Avondale City Council has approved the fiscal year 2020-2021 (FY 2021) budget, which begins July 1, 2020.  The $280.1 million budget is designed with flexibility to address the uncertainty resulting from the COVID-19 pandemic.  

“The City of Avondale is still monitoring both the local and national economy for impacts on the city’s finances. At this time, we feel comfortable making certain additions to the budget to address key priorities, including public safety, economic development activities, contractual increases, software enhancements, as well as parks and library services,” said Lindsey Duncan, Avondale’s Finance and Budget Director.  

Among the items included in the FY 2021 budget is funding for an additional patrol squad; a sergeant to supervise the school resource officer program; additional municipal security officers; a Fire and Medical Deputy Chief to supervise emergency medical services, and one-time funding for an upgrade to the city’s finance and accounting software.  In addition, the budget also includes funding for the continuation of the Economic Opportunities Fund to promote development growth and employment opportunities in the city.  The capital improvement plan approved as part of the FY 2021 budget include a new community park in the southern portion of the city; an additional city office building and community space; road improvements on Fairway Drive between Garfield Street and Van Buren Road, and improvements to the intersection of McDowell Road and 107th Avenue.

Duncan added that additional changes related to maintaining current services and addressing the impacts of new development will be contingent on city revenues returning to pre-pandemic levels.  “These initiatives will be advanced when the city records sufficient resources to support them,” she said.

The budget process for FY 2021 kicked off with the Council Goal Setting Retreat on December 2, 2019, where the Council outlined its priorities for the upcoming fiscal year.  A citizens committee met in March to provide guidance on the city’s CIP. Three council work sessions on the budget were held in April, followed by the tentative adoption of the budget on May 18, 2020.    The budget was formally adopted June 15, 2020 and the property tax levies will be officially adopted July 27, 2020.
