The City of Avondale introduces a newly formed City Attorney Department. In April 2019, the City hired Michael Wawro as Avondale’s first in-house City Attorney to lead the new five-member legal counsel team.

Avondale introduces City Attorney Department

The City of Avondale introduces a newly formed City Attorney Department.  In April 2019, the City hired Michael Wawro as Avondale’s first in-house City Attorney to lead the new five-member legal counsel team.

The City Attorney is the chief legal advisor for the City, and the City Attorney’s Department provides legal services to the City Council, City Manager, all departments, and all Avondale’s boards, commissions, and committees. Michael Wawro previously served as an Assistant City Attorney in Peoria, AZ, an Assistant City Prosecutor in Glendale, AZ, and a Deputy County Attorney in Maricopa County.  Wawro is a graduate of Northern Arizona University and obtained his J.D. from Brigham Young University.

Serving in the role of Deputy City Attorney, Nicholle Harris was formerly a partner in the public law practice group at Gust Rosenfeld, P.L.C. and served as an Assistant Attorney General for the Arizona Attorney General’s Office.  Harris received her Bachelor’s Degree in Business Administration and J.D. from the University of Arizona.

Steve Kemp joins the team as an Assistant City Attorney.  Kemp graduated from Michigan State University and the University of Toledo College of Law.  He served as Chief Civil Deputy in the Pinal County Attorney’s Office, City Attorney for Peoria, AZ, and City Attorney for Littleton, CO prior to coming to Avondale.

Ben Ganados is the Department’s Legal Administrator/Paralegal. Ganados holds two degrees from Arizona State University and has over 20 years of management and legal experience.  He previously served as the Senior Paralegal for the Peoria City Attorney’s Office.

Bobbie Colvin completes the team as the Legal Assistant. Colvin has a Bachelor’s Degree in Criminal Justice/Pre-Law from the University of Nevada.  She was the Office Manager/Legal Assistant for a law firm in Nevada specializing in workers’ compensation and personal injury for ten years before moving to Arizona, where she served as a Legal Assistant for civil litigation in the Peoria City Attorney’s Office.
